5. Mutual Commitment
   Both the Tendering Party and the Bidding Parties commit to conducting cooperation based on professional competence, reasonable pricing, and high-quality proposals. They shall prevent any improper contact or exchange of benefits that could compromise the fairness of the tender process.
6. Supervision & Reporting

7. Consequences of Breach
   Upon verification of any violation, the involved party shall be immediately disqualified from bidding or future cooperation, added to the Company's supplier blacklist, and shall bear all resulting legal and economic liabilities.
